5- Have about 15 college semester credits which you have earned from course work at an educational Foundation like a university or a college which is certified by the U.S. minister of Education OR if you are discharged from the military and you had a full time service .
6- Live in New York ,Orange, Rockland, Nassau, Westchester or Suffolk
